On the afternoon of June 24, the signing and unveiling ceremony for the 6G Intelligent Communication Test and Measurement Innovation Joint Laboratory and the 6G Intelligent Communication Test and Measurement Engineer Technology Center—jointly established by the School of Excellence in Engineering and the School of Information and Electronic Engineering at East China Normal University—was successfully held at the headquarters of Suzhou Semi-mile Measurement and Control Technology Co., Ltd. in Suzhou Industrial Park.

Attending the ceremony were Lü Yue, Dean of the Graduate School at East China Normal University; Yang Haibo, Director of the Science and Technology Office; Zhang Min, Vice Dean of the Graduate School; Rui Yun, a researcher at the School of Information and Electronic Engineering; and other relevant university officials. Also present were Zhang Yi, Chairman of Suzhou Semi-mile Measurement and Control Co., Ltd.; General Manager Xu Genquan; Quality Director Wang Wenbin; and other company executives. The event was chaired by Xu Genquan, General Manager of Semi-mile Measurement and Control.

At the meeting, representatives from the university and the enterprise signed two joint‑construction cooperation agreements one after another and held a plaque‑unveiling ceremony.

The 6G Intelligent Communications Test and Measurement Engineering Technology Center was officially inaugurated.
Suzhou Semi-mile Measurement and Control Technology Co., Ltd. was founded in 2021 in the Suzhou Industrial Park. It is a national high-tech enterprise dedicated to the R&D, manufacturing, and sales of PXI‑based modular RF test and measurement instruments, as well as semiconductor and communications testing systems. The company has successively earned prestigious designations, including the national-level “Little Giant” designation for specialized, refined, distinctive, and innovative enterprises, Jiangsu Province’s Gazelle Enterprise status, and the Suzhou Municipal Engineering Technology Research Center. In 2025, it completed an A‑round financing round totaling nearly RMB 100 million, establishing itself as a benchmark player in the domestic substitution movement within the high‑end test‑instrument sector.

Speech by Zhang Yi, Chairman of Semi-mile Measurement and Control Co., Ltd.
Zhang Yi stated that, at present, the industrial application of 6G communications and commercial aerospace test‑and‑measurement technologies is accelerating. Demand for high‑frequency, multi‑channel, and integrated sensing‑communication testing continues to surge; however, the industry has long faced the critical challenge of being “choked” by a lack of advanced instrumentation, while highly skilled engineers who combine strong theoretical foundations with practical engineering expertise remain in short supply. “Partnering with East China Normal University to jointly cultivate graduate students offers multiple benefits for our company. On the one hand, it deepens our ties with cutting‑edge university research and enables us to proactively build a talent pool of top‑tier professionals. On the other hand, leveraging the joint laboratory platform, we can expand into new application scenarios—such as 6G and satellite communications—and advance multi‑level industry‑university‑research collaborative innovation.”

Speech by Dean Lü Yue of the Graduate School
Dean Lü Yue, drawing on the national strategy of integrating education, science and technology, and talent development, systematically outlined the educational framework of East China Normal University’s College of Outstanding Engineers. He noted that the two parties involved in this collaboration share a high degree of alignment in their approaches to talent cultivation, research‑driven problem‑solving, educational philosophy, and industrial‑service orientation—foundations that underpin long‑term, stable cooperation. Dean Lü further emphasized that advanced RF measurement equipment represents a critical bottleneck in China’s information industry. He argued that students’ deep engagement in real‑world enterprise projects is far more valuable than merely completing theoretical assignments, as it not only strengthens their technical expertise but also fosters a sense of mission and pride in contributing to the nation’s goal of achieving scientific and technological self‑reliance and strength.

Speech by Yang Haibo, Director of the Science and Technology Department
Director Yang Haibo elucidated the value of collaboration from the perspectives of the university’s cutting-edge disciplinary roadmap and its mechanisms for translating research into practical applications. He explained that Shanghai is prioritizing the development of frontier disciplines such as next-generation communications and future computing, with 6G serving as a key strategic area. The university boasts a strong research foundation in RF communications, signal processing, and AI testing, yet it lacks comprehensive real-world industrial deployment scenarios. By co‑establishing a dual‑platform partnership with Semi-mile Measurement & Control, the university aims to address its shortcomings in industrial practice and seamlessly connect the entire value chain—from foundational academic research to enterprise‑driven commercialization.

Speech by Researcher Rui Yun of the School of Information and Electronic Engineering
Rui Yun stated that the simultaneous establishment of the joint laboratory and the engineers’ technology center is by no means a short-term collaborative project; rather, it represents a long-term industry–university–research strategic initiative aimed at fostering the sustainable development of the 6G integrated space–air–ground communications sector and growing in tandem with the enterprise. The two platforms feature clearly defined roles and mutually reinforcing functions, forming an integrated closed-loop system that underpins talent cultivation, drives technological breakthroughs, and facilitates the practical application and commercialization of research outcomes. With the continued collaboration between the university and the enterprise, they look forward to achieving a win-win situation for education, research, and industrial innovation, thereby contributing the combined strengths of academia and industry to ensuring the independent and controllable development of national communication‑testing equipment.
Following the ceremony, a delegation of leaders and experts from East China Normal University, accompanied by the company’s management, toured the R&D center, the testing production line, and the cutting-edge instrumentation platform. They conducted an on-site assessment of the company’s RF instrument testing and measurement technologies, product implementation, and industrial application roadmap, and engaged in in-depth discussions on industry‑wide technological bottlenecks and the shortage of high‑end engineering talent.

Going forward, the university and the enterprise will swiftly advance the first batch of on‑site graduate internships, jointly conduct innovative R&D in 6G communications and test‑and‑measurement technologies for commercial aerospace, and continue to implement key projects aimed at enhancing high‑frequency, large‑bandwidth, and high‑precision testing capabilities. They will also refine the annual list of collaborative tasks, translating their efforts into concrete, actionable industry–university–research outcomes that embody the principles of collaborative innovation and integrated industry–education development.
